Between University Lecture Halls and the Pinnacle of the Judicial Hierarchy... Counselor Dr. Ali Farjani... A Pillar of the Sanctuary of Justice and an Educator of Generations of Law

In the history of legal thought, bright names shine brilliantly, having succeeded in making a true difference in the conscience of the legal community and establishing the landmarks of the path for everyone seeking to combine academic excellence with judicial stature. We stand before the story of a towering symbol among the icons of the judiciary and criminal thought, Counselor Dr. Ali Ahmed Farjani, who authored a career filled with determination and giving, embarking on an inspiring journey spanning decades of tireless work, until he became a reference illuminated by his opinions, and a professor under whose guidance successive generations of judicial officers and researchers learned.

The story began upon his enrollment at the Faculty of Law, Mansoura University, where he took his first steps into the world of legal sciences, armed with an unyielding resolve and a sincere desire to understand and apply legislation. The Bachelor of Laws (LL.B.) stage was merely the first gateway through which he crossed into scientific research, as he continued his academic career by obtaining a Master’s degree in Public Law from the Faculty of Law, Zagazig University. He then crowned this academic trajectory by obtaining a Ph.D. in Criminal Law from the Faculty of Law, Mansoura University, with an "Excellent" grade, for his valuable dissertation: "Electoral Crime – A Comparative Study Between the Latin System and Islamic Jurisprudence."

His contribution did not stop at the boundaries of traditional academic research; rather, his scientific impact and judicial thought extended across national and regional borders. In culmination of this extraordinary journey, he was awarded an Honorary Doctorate in Criminal Law and Cybercrimes by Smart International University in the United Kingdom with an Excellent grade and First Class Honors. This was high-level recognition for his scientific efforts, his arbitration of academic theses, his contributions to the development of scientific and judicial research, his promotion of the spirit of tolerance and the culture of peace, his development of the concepts of prompt justice, and his elevation of human, cultural, and ethical values professionally and academically at the national, regional, and international levels.

This solid scientific background was crowned by a majestic judicial career spanning over forty years of work within the halls of the Public Prosecution, the Judiciary, and Legal Consultations. He took his first steps as a Prosecutor in the Egyptian Public Prosecution for thirteen years, during which he conducted field and detailed investigations into the most severe criminal cases and supervised the preparation of indictment files and their prosecution before the courts, demonstrating refined judicial acumen and absolute integrity.

Owing to his precise competence, he was selected as a member of the Judicial Inspection Department of the Public Prosecution for over two years, where he oversaw the inspection of prosecutors, evaluated technical performance, monitored the implementation of legal procedures, and prepared reports that ensured the elevation of professional competence and the development of investigative tools.

Upon transitioning to the bench, he served as a Judge at the Benha Primary Court to adjudicate criminal and civil cases, and was later promoted to preside over the Appellate Misdemeanors Circuit at the court, reviewing judgments issued by first-instance courts to ensure procedural integrity and the proper application of the law. He then ascended to the position of Counselor at the Cairo Court of Appeal to hear appeals and study complex civil disputes.

Crowning this spotless judicial history, he ascended to the highest ranks of the judiciary through his presidency and contributions to the Egyptian Court of Cassation for over seventeen years. He was appointed Vice-President of the Court of Cassation and President of one of its Criminal Circuits. In this elevated position, he undertakes the review of thorny criminal appeals, the analysis of legal texts, and the establishment of settled judicial principles that define the boundaries of justice and guarantee the rule of law throughout the nation.

He presided over one of the most critical Criminal Circuits at the Court of Cassation, which heard the most important criminal and terrorism cases, in addition to presiding over the Circuit for Hearing Appeals on the Discipline of Lawyers and holding membership in the High Committee for Political Parties at the Egyptian Court of Cassation.

In a historic milestone reflecting his stature within the Egyptian judicial system, he was nominated among the seven most senior judges of the Vice-Presidents of the Court of Cassation for the position of President of the Court of Cassation and President of the Supreme Judicial Council. The Supreme Judicial Council also selected him to represent Egypt's judges on the Board of Directors of the Health and Social Services Fund at the Ministry of Justice.

His judicial expertise was not confined to the domestic scene; it extended internationally through his role as a Legal Advisor to the Muslim World League in the Kingdom of Saudi Arabia, drafting legislation, contracts, and investment regulations. He also presided over an Arbitration Tribunal at the Ministry of Justice to settle commercial and legal disputes.

Given his extensive practical experience, Counselor Dr. Ali, in his capacity as a judicial trainer, lectured and trained numerous judges, public prosecutors, and heads of the Cassation Prosecution, alongside participating in lecturing and training judges, presidents, and prosecutors of the Military Prosecution at the Center for Judicial Studies affiliated with the Ministry of Justice in Abbassia, Cairo.

His rich judicial career ran parallel to a thriving academic contribution; his journey in university teaching at faculties of law extended for over thirty continuous years across Zagazig University, Mansoura University, and the Police College and Academy. He taught criminal law, criminal procedure, civil law, commercial law, and the principles of Islamic jurisprudence to undergraduate and postgraduate students.

He became a major authority in evaluating academic dissertations, having discussed and refereed more than sixty Ph.D. and Master's theses across faculties of law in various Egyptian universities (Zagazig, Mansoura, Tanta, Aswan, Menoufia, Helwan, and Sadat City University). He also refereed research papers and studies for peer-reviewed scientific journals, such as the Journal of the Institute of Sharia Judiciary in Amman, the Egyptian Judges' Club Journal, research papers from the National Center for Social and Criminological Research, and the Institute of Arab Research and Studies affiliated with the Arab League. Recently, the President of Zagazig University issued a decision appointing him as a member of the Board of Directors of the Center for International Legal and Economic Studies at the Faculty of Law. He also participated and delivered lectures in the scientific course on the procedural aspect of the Information Technology Crimes Law No. 175 of 2018 at the Faculty of Law, Cairo University.

Among the prominent lectures he delivered at the Faculty of Law at the British University—attended by an elite group comprising the Dean, professors of the faculty, and counselors from the Courts of Appeal and the Court of Cassation—was a lecture titled "The Relationship Between Judicial Logic and Criminal Law," which the faculty published on its electronic platforms.

Among the important scientific papers and research he presented and delivered at the conference of the Faculty of Law at Badr University—in the presence of the Dean, faculty professors, former Ministers of Health, and the Head of the Physicians' Syndicate—was one on the criminal liability of physicians, in which he established a balance between the liability of the treating physician and their rights, particularly financial rights and the right to protection and security during work.

He enriched the legal library with numerous specialized books and research papers, including: Means of Criminal Confrontation Against Transnational Organized Crime, Provisions of Criminal Responsibility for Juveniles, Advanced Studies in Cybercrimes, Criminal Protection of the Environment, Information Technology Crimes and Electronic Payment Means, and Research in Criminal Policy, Criminal Justice, and Comparative Legislation.

He is always keen to keep pace with developments and enhance his scientific and academic skills, having completed numerous specialized courses and programs; most notably the Training of Trainers (TOT) course at the Center for Judicial Studies, and the course on using Artificial Intelligence tools in scientific research and university teaching at Ain Shams University. He has also deepened his knowledge in the fields of commercial and international arbitration, in addition to participating in programs on international humanitarian law, human rights, and judicial leadership, alongside his mastery of legal terminology in the French language.

He also holds multiple professional memberships in the Egyptian Judicial Authority, the Court of Cassation, the National Center for Judicial Studies, the Egyptian Association of Criminal Law, and the Egyptian Internet Law Association.

The biography of Counselor Professor Dr. Ali Farjani stands as a luminous model of the scholar-judge and inspiring academic who dedicated his life to serving the mission of justice and disseminating knowledge, ensuring his name remains a landmark and a beacon illuminating the path for researchers and legal professionals in Egypt and the Arab world.
